HUD Releases FY 2007 "SuperNOFA" for Federal Housing Assistance Programs
HUD has published its FY 2007 SuperNOFA (Notice of Funding Availability) in the March 13, 2007, Federal Register, announcing more than $2 billion in federal grants to public and private organizations, government agencies and community-based service providers serving the nation's low-income and homeless families and individuals. The SuperNOFA contains the 38 individual funding opportunities, or program NOFAs, that constitute HUD's FY2007 SuperNOFA.
In addition, the notice provides a revised listing of programs contained in the FY2007 SuperNOFA and corrects one item contained in the General Section published on January 18, 2007. Each program NOFA provides the statutory and regulatory requirements, threshold requirements, and rating factors applicable to funding made available through the individual NOFA. Applicants must also review, however, the January 18, 2007, General Section for important application information and requirements, including submission requirements that provide explicit instructions on file formats acceptable to HUD. On January 18, 2007, HUD published its Notice of FY2007 Notice of Funding Availability Policy Requirements and General Section to the SuperNOFA (General Section). HUD published the General Section of the FY2007 SuperNOFA in advance of the individual NOFAs to give prospective applicants sufficient time to begin preparing their applications, and to register early with Grants.gov in order to facilitate their application submission process. Application deadline dates and other key dates that apply to all HUD federal financial assistance made available through HUD's FY2007 SuperNOFA are contained in each individual program NOFA and in Appendix A of the Federal Register notice. The U.S. Department of Veterans Affairs has issued several Notices of Fund Availability (NOFA) for the Homeless Providers Grant and Per Diem Program in the February 22, 2007, Federal Register. The NOFAs provide funding for organizations that have not previously applied for or been granted per diem under the Grant and Per diem Program (GPD), organizations eligible to receive funding under the "per diem only" component of the GPD, as well as grants for special needs populations and for technical assistance provided to organizations that serve homeless veterans.
The deadline for submission of applications for all of the NOFAs is 4 p.m., April 4, 2007. Application packages submitted through Grants.gov will be the only electronic format accepted. Applicants need to carefully read the guidelines and instructions in each NOFA in order to fully comply with program requirements and enhance the strength of their proposals. HelpAmerica Foundation Announces Availability of Stand Down Grants
HelpAmerica Foundation, LTD, is offering support to organizations that help America's veterans who are homeless or at risk of becoming homeless. The HelpAmerica Foundation has recently announced a Stand Down Grant program that will provide grants from $2,500 to $7,500 to organizations that are conducting Stand Down programs in 2007. Coordinators should go to www.helpamericafoundation.org and fill out a Grant Application as soon as their events are confirmed and placed on the National Stand Down Registry. Eligible Stand Down programs must be organized by a community-based service organization with a 501(c)(3) IRS designation, and must be listed on the National Stand Down Registry maintained by the National Coalition for Homeless Veterans (http://www.nchv.org). Events organized by government agencies are not eligible for this program.
Approved grants for one-day programs will be $2,500. Two-day programs will be eligible for $5,000. Stand Downs of three days or longer will be eligible for $7,500. Each application will be reviewed and approved through the HelpAmerica Foundation Board of Directors on a quarterly basis. You will be contacted when the application is received, and will receive the HelpAmerica Foundation's decision immediately after the board considers your application. NCHV Hosts Teleconference on Basic Fundraising Principals and Planning
On March 28 at 2:00 p.m. EST (11:00 a.m. PST), the National Coalition for Homeless Veterans will be hosting a conference call on resource diversity. During this call presenters will discuss basic fundraising principles, including the steps needed to begin a fundraising campaign and how to get funding for specific projects. A representative from Maryland Center for Veterans Employment and Training (MCVET) will cover how to successfully market your organization to funders. Vietnam Veterans of San Diego will share how they have been successful in raising funds for their Stand Down. Guidelines for DOL-VETS Common Measures Reporting System Available On-line
In the summer of 2001, the President's Management Agenda announced an aggressive strategy for improving the overall management of the Federal government. One area addressed was the integration of "Common Measures" to evaluate the effectiveness of similar programs across different executive departmental level agencies.
The U.S. Department of Labor-Veterans Employment and Training Service (DOL-VETS) has indicated that Program Year (PY) 2006, for the performance period July 1, 2006, thru June 30, 2007, is the year-long "hold harmless" transitional period in order to integrate common measures definitions, methodologies, and reporting requirements into all the HVRP and VWIP competitive grants reporting systems by no later than June 30, 2007. Please keep in mind that while PY 2006 is the hold "harmless" transitional year, grantees are still expected to perform according to their proposed and approved planned levels. VA Launches Web Page to Assess Combat Veteran Access to Services Secretary of Veterans Affairs Jim Nicholson, head of the new inter-agency task force examining the processes for combat veterans seeking services and benefits from the Department of Veterans Affairs (VA) and other federal agencies, has announced the creation of a dedicated Web page to solicit input on the ease of accessing federal services. People can email their comments to the task force at TFHeroes@va.gov or fax comments to 202-273-9599. Task Force information and mailing address can be obtained on the VA home page, www.va.gov/taskforce.
The Web page allows active duty service members, veterans, family members and others to comment directly to the task force on the accessibility, timeliness and delivery of services. Comments will be studied by the task force, used in the panel's evaluation of gaps in service and form the basis of recommended solutions.
Called the "Task Force on Returning Global War on Terror Heroes," the panel consists of the secretaries of Defense, Labor, Health and Human Services, Housing and Urban Development, and Education, plus the administrator of the Small Business Administration and the director of the Office of Management and Budget.
Department of Veterans Affairs Features Website on Hepatitis C
A comprehensive website on Hepatitis C is available through a collaboration between the Department of Veterans Affairs and the University of California. Hepatitis C is the most common blood borne infection in the United States, affecting 2 percent of the population. Veterans and homeless persons are at a higher risk of contracting Hepatitis C than other segments of the population. VA cares for more Hepatitis C patients than any other medical system. The Hepatitis C website has a section for veterans and non-medical employees that includes general information and links to other websites. It also offers information for health care providers that is searchable by topic and includes best practices, guidelines and slides. Go to www.hepatitis.va.gov. | ||
