This section is designed to direct veterans to agencies and organizations that can help them prepare for and obtain employment, and to support the efforts of employment specialists who are working with homeless veterans and those at risk of homelessness due to health, economic or other personal issues. Studies show that gainful employment at a livable wage, with opportunities for advancement, is the foundation for maintaining economic stability and reducing the risk of becoming homeless. Market factors such as layoffs, plant closings, high local rates of unemployment, and changes in a region’s commercial base that adversely impact the availability of jobs usually affect younger, less experienced workers the most, and that includes young veterans who are attempting to re-enter the civilian work force after their discharge from military service.
The Jobs for Veterans Act of 2002 has significantly increased the capacity of the U.S. Department of Labor to provide veterans with employment preparation assistance and job placement services, and to identify employment opportunities for veterans in virtually every part of the country. There are nearly 2,500 employment specialists working with veterans through the Veterans’ Employment and Training Service (DOL-VETS). Disabled Veteran Outreach Program (DVOP) specialists help homeless veterans and those at-risk of becoming homeless find gainful employment; and Local Veteran Employment Representatives (LVERs) identify employers who are willing to hire veterans.
