Opportunity to Register, Important Info for CoC Electronic Application Submission

The Department of Housing and Urban Development (HUD) has released a notice providing instructions to potential Continuums of Care (CoCs) applying for the approximately $1.43 billion of funding under HUD's Continuum of Care Homeless Assistance Competition in FY 2009. The CoC competition uses an electronic system outside of Grants.gov for CoC registration, as well as for submission of the CoC application, called e-snaps. Notification of the availability of the 2009 CoC application will be released via HUD's Homeless Assistance listserv. To join HUD's listserv, click here.

 

HUD's notice is divided into three sections. Section I describes important information that CoCs and project applicants should be familiar with prior to applying for 2009 Homeless Assistance funding; this includes pertinent definitions and an overview of the necessary CoC planning process. Section II provides detailed information on completing the CoC registration process in e-snaps. Finally, Section III provides information about the major changes that HUD will make to the 2009 CoC Homeless Assistance competition. HUD hopes that this will assist CoCs in better planning their 2009 CoC application.

** HUD has reviewed all CoC Registrations for 2009, so every CoC that has not submitted their "CoC Registration Summary" in e-snaps MUST DO SO by 3:00 p.m. ET on Thursday, September 10. Over 350 CoCs have completed the CoC Registration process and are ready for Exhibit 1 to be available. All other CoCs must log into e-snaps, review HUD's assessment of the CoC Registration and submit the "CoC Registration Summary" form by the 3:00 p.m. deadline.

CoCs will find the "CoC Registration Summary" form and/or "CoC Final Registration Summary" form under "Submissions" on the left menu in e-snaps.

NOTE: For CoCs that agreed with HUD's assessment of their registration and submitted the "CoC Registration Summary" form, a message will appear at the bottom of the form, "This eform has been submitted." CoCs that agreed with the assessment and have that message at the bottom of the form should have received email confirmation that their registration was approved by HUD
they do not need to take any further action.

CoCs that disagreed with HUD's assessment of their registration will have to submit the "CoC Final Registration Summary" by the 3:00 p.m. deadline. Once the "This eform has been submitted" message appears at the bottom of the form, the CoC has completed the Registration process and does not need to take any further action.

HUD will notify the members of the Homeless listserv when the 2009 CoC Notice of Funding Availability (NOFA) is published and e-snaps is available for completion of Exhibit 1 and 2.
