The National Coalition for Homeless Veterans (NCHV) conducted a series of focus groups in 2021, to discuss the Grant and Per Diem (GPD) program with both participants, and those who were offered but declined. The results of this focus group series was compiled into a report calledThe Veterans’ Perspective: The Grant and Per Diem Program.” With more conversation surrounding GPD participation, the opportunities and challenges, barriers to utilization, and ongoing program modernization, it is critical to understand the perspectives of veterans with lived expertise in housing instability.
In recent years, changes to the program, reductions in veteran homelessness, and the continuing shift toward a housing first and systematic community approaches to ending homelessness may result in a realignment of community resources. This report, developed by NCHV and funded through the generosity of The Home Depot Foundation, is meant to offer insights into the needs and preferences of veterans who have experienced homelessness in the last 3 years and inform community decision-making around the future of resources locally.
