H.R. 1815 Signed Into Law: A Major Victory for Veteran Homeowners

The National Coalition for Homeless Veterans (NCHV) celebrates the passage of H.R. 1815, the VA Home Loan Program Reform Act, a bipartisan bicameral bill which was passed by the Senate on July 15, 2025. This legislation provides much needed relief to veteran homeowners delinquent on payments and to homeless veterans seeking shelter.
H.R. 1815 grants the Department of Veterans Affairs authority to assist veterans with VA-backed home loans who are at risk of losing their homes. Among its key provisions, the law restores a five-year Partial Claim Program, allowing the help veterans get back on track—helping prevent foreclosure and avoid housing loss. It also establishes clear, standardized loss mitigation procedures for lenders, ending years of inconsistent practices that have left many veterans without meaningful support.
The law also makes a technical change to the GPD program by permitting VA to spend additional funds on reimbursement for shelter providers – moving the Department one step closer toward full implementation of the enhanced per diem rate authorized in the Elizabeth Dole (blah blah put bill name here act). Additional funding must be appropriated for the program to pay the enhanced rate.
“The passage of H.R. 1815 is a critical step toward housing stability for those who served,” said Kathryn Monet, CEO of the National Coalition for Homeless Veterans. “This legislation gives the VA the tools it needs to prevent unnecessary foreclosures and pay shelter operators fairly to support homeless veterans. We are hopeful that Congress will live up to these commitments by appropriating sufficient funding to allow VA to effectively utilize its new GPD authorities to retain critical shelter capacity nationwide.”
