On June 28th, in the Grants Pass v Johnson case, the U.S. Supreme Court ruled that it is not unconstitutional to penalize individuals for being homeless when safe alternatives are unavailable. This ruling allows local authorities to arrest and fine homeless individuals for camping or sleeping on public property, despite the fact that such penalties impede their ability to secure permanent housing. On a single night in January 2023, 35,574 veterans were experiencing homelessness, which is a 7.4% increase from 2022. Unsheltered veterans should have support trying to find housing, not be punished for being homeless after serving their country, and all of you serve a key role in this effort.

Since the Court has ruled, many communities have resumed encampment clearings, arrests and fines. We can work together to oppose these changes and offer direct support to veterans facing unsheltered homelessness. Here are some things that each of you can consider:

  1. Remain vigilant about local efforts to criminalize homelessness & support veterans and their rights.
  2. Engage with local leaders to emphasize that punishing homelessness is not going to fix the epidemic.
  3. Encourage communities to focus on creating more temporary and permanent housing, along with providing support services like treatment, employment programs, and legal aid.
  4. Conduct outreach and/or collaborate with local outreach organizations to offer solutions to unsheltered veterans by engaging with individuals and providing them with essential resources to get back on their feet.
  5. Advocate for policy changes that address the root causes of homelessness, such as affordable housing shortages, mental health issues, and the lack of accessible healthcare. This can be done by participating in town hall meetings, writing to local representatives, and supporting legislation that increases funding for affordable housing and veteran support programs.
  6. Community members can also volunteer their time and resources to local shelters and organizations dedicated to helping veterans transition out of homelessness.

By working together, we can create a community that honors and supports veterans, ensuring they receive the respect and assistance they deserve.
